Because the conservation entity is an administrative body rather than a private association, its charge is not simply a service bill you could argue about; the obligation attaches to ownership by law. Some costs are set by rule and some are yours. Notary and registry follow published tariffs, the Andalucían tax follows the declared value, and the lender's valuation is largely fixed. Negotiable are the lawyer's engagement, the survey, and the mortgage terms once you have used the statutory window to compare. Do not economise on the two things this address actually turns on: a proper reading of the entity and community files, and a planning check on anything added to a hillside house. Those two are the cheapest protection in the transaction and the two most often skipped.
