Buying in El Padrón, a named núcleo with its own code
El Padrón is one of the few addresses on this strip that the statistics office lists as a núcleo of Estepona in its own right, under its own administrative name rather than a strip label. Buying here means choosing a parcel seaward of the A-7, beside a river mouth.

Start with what the paperwork will actually say. The Junta's statistics office lists El Padrón among Estepona's named núcleos, beside El Velerín, Saladillo-Benamara and Bahía Dorada, and that administrative name, not the town's, is what your utility contracts will carry. That is unusual on this stretch, where most addresses are urbanisation names inside a marketing strip. It matters practically: insurance, deliveries, the IBI notice and the padrón registration all follow the administrative name, and a buyer who lets an agent write a strip name onto a form spends the following year correcting it. Establish the núcleo, the Catastro reference and the postal code before the arras, not after completion.
Then walk the sand in both directions, because the pocket is short and its edges are not decorative. The río Padrón, the most important watercourse in the municipality and the one that gives this place its name, reaches the sea here, and east of it the shoreline becomes Playa del Castor, which the tourist office describes as running to the Arroyo de las Cañas. Three watercourses within a few minutes' walk is geography for a lawyer rather than a brochure: what the parcel is zoned as, how it sits against the coastal boundary, and what the flood mapping says about the ground floor you are considering.
What actually comes to market in El Padrón
Two rows share one address. The front row is apartments and a few townhouses looking straight at the water, mostly from the 1990s and 2000s, and its value is the outlook rather than the floor area. The second row gives that up and buys space instead: more room, sometimes a garden, and a walk of a minute or two to the same sand. Renovation stock exists, but it arrives as a whole flat to be stripped rather than as a house to be reconfigured, because almost everything here is communal.
The buyer pool is smaller and more settled than the corridor behind it. This is a registered núcleo with its own resident population, so you are often bidding against somebody who already lives in the block or two doors along, hears about a sale before it is listed, and is not in a hurry. Foreign second-home buyers make up most of the rest, and they arrive in summer, which is exactly when the pocket looks its best and negotiates its worst.

On a strip this narrow the neighbour's plot is your view, and the neighbours here are not all houses. Estepona's seven coastal watchtowers each stand inside an urbanisation, a hotel garden or a barriada rather than on public ground, which is a fair picture of how the land behind this sand is held. Have the lawyer obtain, in writing, the planning position of every parcel between the building and the water.

Step 4
Put the registered plan beside the terrace
The terrace is most of what you are paying for here, so prove it exists on paper. Order the nota simple from the Registro de la Propiedad, compare it with the Catastro description, and walk the flat with both in hand. Glazed-in balconies are common along this coast, and an enclosure that never reached the record becomes the buyer's problem at resale rather than the seller's.

Step 5
Read the community's boundary agreements
A front-line block here often shares a gate, a path or a drainage run with the commercial premises and the hotel behind the sand. Ask the administrator for three years of accounts and minutes, and ask specifically what has been agreed with those neighbours about access, lighting and noise. Such arrangements are rarely in the sales file, and they decide what your summer evenings sound like.

Arras, notary and registration
From the offer onwards the mechanics are national rather than local. The arras contract fixes price, date and penalties and carries anything the planning enquiry or the community minutes turned up; the escritura pública follows before a notary and is then registered. Because units in one block are often near-identical, name the flat, the parking bay and the storeroom by their registered numbers rather than their marketing labels.
El Padrón sits at the top of the Estepona ladder, above the New Golden Mile immediately behind it and well above Cancelada, Estepona Old Town and Casares Costa. What the premium buys is permanence of outlook rather than floor area: a second-row flat in the same núcleo gives you materially more space for the same outlay, and a great deal less water. On top of the agreed figure a resale carries Andalucía's transfer tax, while a unit sold new by its promoter is IVA plus AJD instead, and Paula's lawyer confirms which applies in writing. Ask for comparables inside your own block rather than for the strip.

That is the question the whole purchase turns on, and it is answerable. Land seaward of the road here is largely taken, but largely is not a planning position, and the parcels in front of a building are not all residential: the strip's watchtowers, hotel gardens and commercial premises sit on private ground. Have your lawyer obtain the planning status of every parcel between the terrace and the water in writing before the arras, and keep the reply with the deeds.
