Buying in El Paraíso, where the plot outlives the house
El Paraíso's houses stand in a valley drawn around a course that opened in 1973, so most purchases here are really works decisions. Estepona runs two routes: a declaración responsable for reforms that leave ocupación, altura and edificabilidad alone, and a full licencia for everything else. Which one your plan needs shapes the offer.

Nothing in this valley was laid out for the house you will build in it. The roads and the plots were drawn around eighteen holes that opened in 1973, which means the terrace levels, the retaining walls and the position of every driveway were fixed before the first villa was designed. Fifty years later that geometry is still the binding constraint. A buyer who falls for a kitchen is buying the wrong thing; the plot, its terracing and the way water leaves it are what you cannot change. Paula's first question on a viewing here is never about the house. It is where the boundary runs and how much of the garden is actually flat.
The second thing to establish is the club, because it is not a facility that comes with the deed. El Paraíso Golf is owned by its members, more than five hundred of them and from over twenty nationalities, and it stays open to green-fee players rather than closing behind a residents' barrier. For a buyer that cuts both ways. You can use the course from the day you complete without owning anything, and so can everyone else, which is why the car park fills on a Saturday. Ring the club yourself during the search. What they tell a prospective member on the telephone is more useful than any line in a listing.
What actually comes up for sale in El Paraíso
Almost everything on the market here is resale, and most of it is older than the buyer. The valley produced three layers of housing: low single-storey villas on the early terraces, a run of townhouses and three-storey apartment blocks with shared pools from the eighties and nineties, and a thin recent seam of rebuilds on cleared plots. There is no phased development feeding new units in, so the supply at any moment is whatever a settled owner has decided to release.
That makes the competition unusual. You are rarely bidding against a queue of speculative buyers; you are bidding against another household who has already priced the same works you have, and occasionally against a small builder who intends to demolish. The international mix is wide rather than narrow, which the club's membership across more than twenty nationalities reflects fairly. Dutch, Belgian, British and Scandinavian owners are all long established here, and the domestic Spanish share is real.
The practical consequence is patience. The right plot on the right terrace may not be listed the month you start looking, and the wrong one will be listed every month. Paula's approach in this valley is to shortlist on plot, orientation and terrace geometry first, then to wait, rather than to accept a compromise on the ground because a house happens to be finished.

Step 1
Settle the works route first
Specific to Estepona
Since June 2020 the Ayuntamiento de Estepona has run three procedures by declaración responsable: minor works, technical intervention in existing buildings, and the occupation or use of buildings. Reforms qualify only where ocupación, altura and edificabilidad stay as they are. Anything beyond that is still a licencia. Have an architect say which one your plan needs before you name a price.

Step 2
Ask who maintains the street
Specific to Estepona
In an urbanisation begun in the late sixties, the streets, lighting and drainage were the developer's obligation before they were anybody else's. Estepona has a standing practice of recovering old developer avales bancarios and spending them on viales that were never finished properly. Ask the Ayuntamiento which streets around your house it has taken on, and which are still somebody's private problem.

Telephone the club yourself
Specific to Estepona
The course belongs to its members, so the seller cannot promise you anything about it. Call El Paraíso Golf on the number it publishes at Ctra de Cádiz km 167 and ask three questions: what joining involves now, whether a share purchase is required, and how busy the first tee is in February. The answers belong in your decision, not in a brochure.

Step 4
Nota simple against the Catastro
Order the nota simple, the Registro de la Propiedad extract naming the owner and any charge on the title, and set it beside the Catastro description. On a house that has been extended twice in fifty years, the two records rarely agree. Your lawyer decides whether the difference is a paperwork exercise the seller completes before completion, or a defect you would be inheriting.

Step 5
Price the works before you offer
Bring a surveyor and a builder to the second viewing, not to the week before completion. On a valley plot the expensive items are rarely inside the house: retaining walls, terrace waterproofing, the pool shell and the run of the drains cost more than a kitchen and take longer. A written figure for those turns a vague worry into a negotiating position with a date on it.

Step 6
Drive down to the shoreline
The valley has no shore of its own. Estepona's tourist office lists its eastern-zone beaches from Punta de la Plata in the west to Casasola in the east, and every one of them is reached by car from here. Make that drive twice before you commit, once on a February weekday and once on an August afternoon, and decide whether the difference between the two changes your answer.

On the Estepona ladder El Paraíso sits below the New Golden Mile and El Padrón and above Atalaya, Cancelada and the town centre, which is a fair reading of an established inland address. Beyond the agreed price, budget the transfer tax Andalucía applies to a resale rather than to a new build, the notary, the registry and your lawyer, and then the item that decides everything here: the works. A club subscription, if you take one, is a separate line owed to the club and not to the community. Ask Paula for comparables on the terrace rather than the valley.

Which Estepona procedure does my renovation actually need?

It depends on what the work does to the building's footprint, height and buildable area. Since June 2020 Estepona has allowed minor works and technical intervention in existing buildings to proceed by declaración responsable, provided ocupación, altura and edificabilidad are untouched. Move a wall outward, add a storey or extend the roof line and you are back in licence territory, with the timetable that implies. Get an architect to classify the scheme before you commit to a completion date, because the classification, not the builder, sets the calendar.

Are the streets here maintained by the Ayuntamiento?

Ask street by street, and get the answer in writing. An urbanisation begun in the late sixties was built with roads, lighting and drainage that were the developer's responsibility to finish and hand over, and not every developer on this coast did. Estepona's own remedy is to recover the old bank guarantees those companies lodged and spend them on conditioning the viales they left. That is a good sign about the municipality and a warning about the assumption: what maintains the tarmac outside a particular gate has a specific answer, not a general one.

Should I buy the worst house on the best terrace?

In this valley, more often than not, yes. The plot is the part that cannot be improved: its width, its orientation, how flat the garden is, how far the retaining wall stands from the terrace and whether the outlook is open. The building on it is a fifty-year-old object you will change anyway. The risk is that the works are larger than a survey suggested, which is why the surveyor and the builder belong at the second viewing. The mistake to avoid is paying a finished-house price for a mediocre terrace.
