Buying on two kilometres of coast that answer to Casares

Casares Costa is the seaward end of a mountain municipality. The shoreline runs for two kilometres between the Estepona and Manilva boundaries, divided east and west by the sixteenth-century Torre de la Sal, but the town hall sits in Casares village, twenty-two kilometres inland. Every municipal step in your purchase goes up there.

The municipal boundary is the fact buyers underestimate. From a terrace here the coast looks continuous with Estepona, and the shops and restaurants people actually use may well be in the next municipality. But the deeds, the padrón registration, the local charges and the recaudación counter belong to Casares, whose ayuntamiento is at C/ Villa 29 in the village at 435 metres, twenty-two kilometres from Estepona town by road. The municipality also runs a Sede Digital, which handles more than it used to. Even so, a buyer who assumes their municipal life happens along the coast road is planning for the wrong town hall.

The second thing to fix is which stretch of the two kilometres you are on. The Torre de la Sal splits the shore: east of it, Playa de la Paloma runs past the arroyo Jordana towards the Piedra Paloma landmark at the Estepona boundary; west of it, Playa de la Sal and Playa Chica sit below cliffs, and Playa Ancha widens past the arroyo de la Parrilla towards the mouth of the río Manilva. Cliff-backed and river-mouth shorelines behave differently in a storm, in winter light and in what can be built behind them. Walk your stretch before you offer.

What is actually on the market in Casares Costa

The stock is resort-shaped rather than village-shaped. Two kilometres of coast between two larger municipalities has produced apartment blocks and gated schemes facing the sea, with golf behind: Doña Julia, an eighteen-hole par 71 by Antonio Garrido whose southern holes run within metres of the shoreline, reached from the A-7 at kilometre 146. Standalone villas exist but are the minority. There is very little old stock, which means fewer renovation projects and a market where condition varies less than orientation does.

The buyer pool reflects that. Casares Costa carries the larger share of the municipality's population: the Junta’s nucleus table puts 4,060 residents on the coast against 2,093 in the village and 1,240 inland at Secadero. So there is a permanent community here, but it is a coastal one, largely northern European and Spanish second-home in character, and it is competing for the same front-line outlooks that everyone else wants. Sea view, floor and which side of the Torre de la Sal you are on do more to price a home here than square metres do.

What you are bidding against is thinner than on the Estepona strip next door. Fewer units change hands, so a good front-line apartment can attract several interested parties at once and then nothing comparable appears for months. That argues for being decided about the stretch of shore before you start, and for having the lawyer and the NIE ready rather than beginning them when a listing appears.

    Confirm the municipality on the deed

    Specific to Casares

    Before anything else, check that the property sits in Casares and not in Estepona or Manilva. Casares holds only two kilometres of coast, wedged between those two municipalities, so the boundary is close on both sides. The nota simple and the Catastro record settle it. Everything downstream — padrón, local charges, licences — follows from that one line.

    Plan the drive to the ayuntamiento

    Specific to Casares

    Casares runs its padrón and recaudación offices from C/ Villa 29 in the village, up a mountain road at 435 metres. Do that drive once during your viewing trip. It tells you what a routine errand actually costs in time, and it also introduces you to the half of the municipality that gives the coastal half its name. The Sede Digital covers a growing share of it, but not all.

    Choose your stretch of shore

    Specific to Casares

    Decide east or west of the Torre de la Sal before you shortlist. East gives you the run towards Piedra Paloma and the Estepona boundary; west gives you cliffs above Playa de la Sal and Playa Chica, then the widening sand of Playa Ancha. They are different outlooks, different winds and different walks, and a buyer who views across both usually ends up unable to choose either.

    Nota simple and the coastal setback

    Order the nota simple, the Registro extract naming the owner and any charge, and have the lawyer check the property against the coastal public-domain boundary as well as the Catastro plan. On a short, hemmed-in shoreline the relationship between a building and the shore matters more than it does inland, and it is a question for a lawyer rather than for an agent.

    Arras, taxes, notary

    A private contract with arras fixes price and date; the escritura pública follows at the notary. Andalucía taxes resale and new build differently, so your lawyer confirms which regime applies and at what current rate in writing for your purchase. Get the NIE early. On a purchase that crosses a municipal line, allow extra time for certificates that have to come from Casares.

    Test the winter, not the August

    Come back out of season if you can. A two-kilometre shore with a small resident population feels very different in February from the way it feels in August, and it is the February version you will own for most of the year. Drive the coast road, find what is open, and see how far you go for an ordinary weekly shop before you commit to the address.

Casares Costa sits at the lower end of the Estepona-region ladder, below Cancelada and above Casares village, and that is a fair reading: front-line coast in a small municipality that does not carry an Estepona or Marbella address. What you pay for here is outlook and floor rather than plot or age, because the stock is recent and the shoreline is short. A golf-side unit behind Doña Julia and a front-line apartment on the same two kilometres are priced on entirely different arguments. Where do I do municipal business as an owner here?

In Casares village, at C/ Villa 29, or through the municipality's Sede Digital. The padrón and recaudación counters are up in the pueblo at 435 metres, not on the coast, so a routine errand is a drive into the hills rather than along the seafront. The digital route covers a growing share of it. Buyers who expect a coastal town hall are usually thinking of Estepona, which is a different municipality entirely.

Does buying in a different municipality change my costs?

It changes which body sets and collects some of them. Purchase law is national and ITP, IVA and AJD are Andalucía-wide, so those do not move at a municipal boundary. What is municipal is the IBI rate, plusvalía municipal on a later sale, and local licences, and those belong to Casares here rather than to Estepona next door. Your lawyer confirms the applicable figures for your specific property in writing before you commit.

Is a cliff-backed or a river-mouth stretch the better choice?

They suit different owners. West of the Torre de la Sal, Playa de la Sal and Playa Chica sit below cliffs, which gives shelter and a more enclosed feeling; further west Playa Ancha widens towards the río Manilva and is more open. East of the tower the run towards Piedra Paloma faces the Estepona boundary. Walk both halves at the same hour on the same day, and the choice usually makes itself.
