What Casares Costa is building, and what it is only promising

The construction you can verify in Casares Costa is public. A municipal nursery, the Escuela Infantil Pública Gloria Fuertes, opened here in September 2025; the primary school the town hall has been asking the Junta for is still at plot-suitability stage. Residential off-plan, by contrast, arrives one private phase at a time.

Read the municipal building programme before you read any developer's. In September 2025 the Escuela Infantil Pública Gloria Fuertes opened on this shore, taking children from sixteen weeks to three years; in June 2026 the coastal sports ground was reworked with new padel courts, an open-air gym and a covered practice area. A town hall that spends on nurseries and sports courts on the coast is not planning for a strip that empties in October. For an off-plan buyer, that is a more reliable signal about the next ten years than any density of computer-generated terraces, because it is decided by a council in public and is already built.

The promised half of the programme is the useful warning. Casares has been pressing the Junta de Andalucía for a primary school here since at least 2021; the land has been donated by the municipality, and in April 2025 the education delegate came to move the plot-suitability report along, with the mayor pointing out that the existing CEIP Blas Infante has had to turn common rooms into classrooms as pupil numbers rose. None of that is a building yet. A family buying off-plan on the strength of a school that has not been licensed is buying a timetable nobody has signed, and that belongs in the decision rather than in the small print.

What is under construction on this shore, and by whom

The dated, checkable pipeline in Casares Costa is municipal rather than residential, and it is worth reading precisely. The Escuela Infantil Pública Gloria Fuertes opened here in September 2025 for children from sixteen weeks to three years. In June 2026 the coastal sports facilities were renewed: two padel courts reworked, an open-air gym with new machines, a covered practice area and the municipal gymnasium repainted and refloored. Both of those are finished things a buyer can go and look at.

The primary school is the item still in motion. The municipality donated the plot and has pressed the Junta de Andalucía repeatedly; in April 2025 the territorial delegate for educational development visited to advance the plot-suitability report, described as an essential step before the execution project, while the mayor noted that the existing CEIP Blas Infante has converted common spaces into classrooms as enrolment grew. Private residential schemes sit alongside this, unbundled: each with its own promoter, its own licence from the village town hall, its own guarantee.     Establish who the promoter is

    There is no single estate developer whose name carries this shore, so the reputation you are relying on belongs to one company and not to the place. Ask which entity is the registered promoter, what it has completed and where, and have your lawyer confirm that it, and not a sales agency, is the counterparty on the private contract you are asked to sign.

  2. Step 2

    Verify the licence in the village

    Specific to Casares

    The licencia de obra for a scheme on this shore is granted by an ayuntamiento sitting at C/ Villa 29 in the mountain village, not by the coastal town whose supermarkets the site staff use. Ask for the licence reference and have your lawyer check it against the municipality itself, through the counter or through casares.sedelectronica.es, rather than against a promoter's brochure.

  3. Step 3

    Secure the guarantee before paying

    Every sum paid before delivery must be covered by a bank guarantee or an insurance policy under Ley 20/2015, continuing the protection first set out in Ley 38/1999, and the money goes into a dedicated account with the guarantee in your name. A promoter who treats this as paperwork to sort out later has told you something important about how the rest of the build will go.

  4. Step 4

    Ask what the phase inherits

    Much of what is sold as new here is a further phase of an urbanisation that has stood for twenty years. Establish whether your homes join the existing comunidad de propietarios or form their own, who maintains the internal roads and lighting, and what has already been deferred. A phase brings finished roads and a working community; it also brings that community's history, and you inherit both.

    Separate the built from the promised

    Specific to Casares

    The nursery on this shore is open and the sports ground is finished; the primary school is not yet licensed and its plot-suitability report was still being processed in April 2025. Ask the sales office which local amenities in its presentation already exist, and check the two lists against the municipality's own announcements. Anything still promised belongs in your risk, not in your reasons.

  6. Step 6

    Do not complete without the LPO

    The licencia de primera ocupación is the municipality's confirmation that what was built matches what was licensed, and it gates the transfer of utility supplies into your name. Make its issue an express condition of completion in the private contract, with a remedy attached. On a shore administered from the village, allow time for a certificate that has to travel inland and back.

  7. Step 7

    Snagging, Catastro and the budget

    Walk the home with an independent surveyor before the notary, list defects in writing and hold the promoter to the statutory periods for finish, habitability and structure. Then check the Catastro entry, register for IBI, and read the first community budget critically: a budget drafted by a promoter for a young phase is an estimate, and it is usually revised at the first owners' meeting.

An off-plan purchase is paid in stages rather than in one movement, and a new home is taxed differently from a resale — IVA plus AJD instead of ITP, with the applicable rates confirmed in writing by your lawyer before you commit. Because Casares Costa sits in the entry band of its region, alongside Manilva and above Casares village, the build specification moves the total far more than the address does. The items most often forgotten are the guarantee, the notary and registry costs on a first title, and a first-year community budget that a promoter has estimated rather than lived through.

Will there be a primary school here when I move in?

Nobody can promise that, and you should treat anyone who does with suspicion. The municipality has donated the plot and has pressed the Junta de Andalucía for years, and in April 2025 the education delegate came to move the plot-suitability report forward — an essential step before an execution project exists. Until that project is tendered there is no date. In the meantime the existing CEIP Blas Infante is absorbing the growth by converting common rooms, and the public nursery that opened in September 2025 covers only the youngest children.

Is buying a later phase safer than a first one?

It is more knowable, which is not quite the same thing. In a later phase the roads exist, the pool works and there are three years of community accounts you can read before you commit, so the running costs stop being a guess. What you also inherit is that community's decisions, including anything it has chosen to defer on render, lifts or the garage ramp. A first phase carries the opposite risk profile: no history, and no evidence either way.

Does the town hall's distance slow an off-plan completion?

It adds friction rather than months. The licence and the licencia de primera ocupación are issued by an ayuntamiento in the village, and casares.sedelectronica.es now handles a growing share of the traffic, but somebody still has to chase a physical file that lives inland. Build that into the completion clause: make the LPO an express condition with a remedy, rather than assuming the promoter's estimated handover date already accounts for a certificate travelling up a mountain road and back.
