The New Golden Mile is a chain of private urbanisations, not a municipal district, so a purchase here raises a question a town-centre purchase never does: which roads, lighting and drainage belong to the Ayuntamiento de Estepona and which are still the community's to maintain and pay for.

In an old town, the street outside your door is the municipality's problem. Along this corridor that is not automatically true. Estates here were laid out by developers, and whether the Ayuntamiento has formally taken over the roads, street lighting, drainage and green space of a given urbanisation is a question with real financial consequences: an estate that still maintains its own infrastructure carries those costs in the community budget, and a large repair falls to the owners. Your lawyer asks the municipality directly rather than accepting a sales office's summary, and the answer belongs in the file before the arras.

The second peculiarity is naming. The New Golden Mile is a market term used by agents and buyers; it appears on no escritura, no Catastro entry and no IBI receipt, all of which name a specific urbanisation inside Estepona municipality. That has practical consequences beyond pedantry — for insurance, for emergency services and for a mortgage valuation, the administrative address is the only one that exists. Buyers who never learn it end up unable to describe their own property to the people who need to find it. National law, Andalucían tax, and an Estepona urbanisation

The national layer is the same everywhere in Spain: the escritura pública before a notary, the nota simple from the Registro de la Propiedad, the arras, the NIE, the guarantee on advance payments restated by Ley 20/2015, and the one-, three- and ten-year warranties under the Ley de Ordenación de la Edificación. None of it varies because you are on this corridor rather than in Nerja.

    NIE, power of attorney, bank account

    The NIE is the foreigner's tax identification number and nothing completes without it. A Spanish account follows, because the notary, the utilities and the community administrator all expect to draw from one.

    Ask about the urbanisation's adoption

    Establish, from the Ayuntamiento de Estepona rather than the vendor, whether the roads, lighting, drainage and green areas of this specific urbanisation have been formally taken over by the municipality. Where they have not, those costs sit in the community budget, and that changes both the fee and the risk profile of a large future repair.

    Fix the administrative address

    Specific to Estepona

    Get the urbanisation name, the Catastro reference and the postal address as they appear on the escritura and the IBI receipt, and use those on every form. The marketing name for this strip appears in no official record, and an insurer or a lender working from it will simply not find the property.

    Read the community as a legal entity

    The comunidad de propietarios has statutes, resolutions and debts, and you inherit its position when you buy. Ask for a certificate that the seller is up to date, for the last three sets of minutes and for any resolution about works, lets or access. On this corridor the community is a larger part of the purchase than most buyers expect.

    Run the mortgage alongside the checks

    A Spanish lender values the property and reads the same documents your lawyer does. Where an urbanisation carries unresolved infrastructure or an undocumented terrace enclosure, that can show up in the valuation.     Notary, registry and the IBI

    Completion is before a Spanish notary, registration follows, and then the municipal work begins. The Ayuntamiento de Estepona sets and collects the IBI and the refuse charge, running its own online payment of receipts and liquidaciones with and without surcharge. Your lawyer sets up the direct debits and confirms nothing is outstanding from the seller.

Fixed by law: the notary's tariff, the registry fee, and the tax on the transfer, which Andalucía sets and your lawyer confirms in writing before you commit. Negotiable: the lawyer's fee, the mortgage arrangement terms, and who carries the cost when a terrace enclosure or a community debt has to be resolved before completion. On this corridor there is a third category that is neither — the share of the urbanisation's own infrastructure costs that comes to you through the community budget, which is fixed by the estate's status rather than by anyone at the table.

Who repairs the road inside my urbanisation?

Either the Ayuntamiento de Estepona or the owners, depending on whether the estate's infrastructure has been formally taken over by the municipality. That distinction is invisible from a viewing and expensive to discover later, because where the municipality has not adopted the roads, lighting and drainage, resurfacing and repairs come out of the community budget. Your lawyer asks the town hall directly. It is one of the few questions on this corridor that a sales office cannot answer for you.

Do I inherit the seller's debt to the community?

You inherit a position, which is why the certificate confirming the seller is up to date is a standard requirement rather than a courtesy. On this corridor, where communities carry substantial budgets for gates, pools, gardens and sometimes roads, an unpaid balance is not trivial. Your lawyer obtains the certificate from the administrator before completion and, where there is an outstanding special levy for works already agreed, negotiates who pays it in the arras rather than after.

Can I use the marketing name on official forms?

No, and trying to causes practical problems. The escritura, the Catastro entry, the IBI receipt and the utility contracts all use the urbanisation name and the municipality of Estepona. An insurer pricing a policy, a bank instructing a valuer or an ambulance being directed to an address works from that record. Learn both names at the outset, use the official one on every document, and keep the marketing name for conversations with agents.
