The New Golden Mile is where Estepona's off-plan market actually sits, because the protected old town has no room for it. Along these eight kilometres a buyer is usually purchasing one phase of a scheme whose next phase will be built alongside — which changes both the negotiation and the view.

Phasing is the fact that defines an off-plan purchase here. A scheme along this corridor is rarely built all at once: you buy in phase one, phase two is marketed while you are waiting, and phase three occupies the plot your terrace currently overlooks. That is not a scandal — it is how the strip has developed since 2000 — but it has to be read before signing rather than discovered afterwards. Ask what the developer owns beyond the boundary of what you are buying, and what the planning permission on that land allows. The answer is often the single largest variable in the value of your unit.

The second is where the corridor's new build actually concentrates, which is around golf rather than around the shoreline. Estepona's tourist office counts seven courses inside the municipality — Atalaya, Azata, El Campanario, El Paraíso, Estepona Golf, La Resina and Valle Romano, the last a Cabell B. Robinson layout at Calle Villa Borghese in Estepona. A buyer choosing between a coastal phase and a golf-side phase is choosing between a shorter walk to sand and a quieter, greener setting with a longer drive to everything, and the two behave differently on resale.

What is under construction between Estepona town and Cancelada

Two kinds of activity run along this corridor. The private half is phased residential development, concentrated around the seven golf courses Estepona counts inside its municipal boundary — Atalaya, Azata, El Campanario, El Paraíso, Estepona Golf, La Resina and Valle Romano, whose course was laid out by Cabell B. Robinson at Calle Villa Borghese. Because these are golf-anchored estates rather than isolated blocks, a phase usually arrives with roads, planting and shared facilities already in place, which is a real advantage over an isolated new building.

The public half is the Ayuntamiento's own programme. Its coastal corridor is planned at 23 kilometres and already connects 21, and the municipality's progress report names Benamara as the section under way linking the El Saladillo walkways, with Bahía Dorada and Atalaya still awaiting final project approval and permits. That matters to an off-plan buyer because a completed stretch turns a road-side address into a walkable one. The legal frame is the same throughout: the licencia de obra that authorised the work, the guarantee on advance payments restated by Ley 20/2015, the LPO from the Ayuntamiento, and the one-, three- and ten-year warranties under the Ley de Ordenación de la Edificación.

    Map the developer's remaining land

    Specific to Estepona

    Before anything else, establish what the developer still owns around your phase and what may be built there. On a corridor developed in sequence since 2000, the field beside your terrace is usually phase three rather than permanent open space. Your lawyer can check the planning position on the neighbouring parcels, and it belongs in the file before the reservation.

  2. Step 2

    Verify the guarantee before paying

    Ley 20/2015 amended the building law so that a developer may cover buyers' advance payments with an insurance policy or, alternatively, with a financial guarantee. Your lawyer confirms which instrument exists, in whose name and for how much, before any money moves. This is the one step on an off-plan purchase where there is no acceptable compromise.

  3. Step 3

    Tie payments to certified progress

    Instalments should fall due against certified stages of construction rather than calendar dates, so that a delay costs the developer time rather than costing you money early. Paula also asks for the completion window to be expressed as a date range with a defined consequence, because a schedule without a consequence is a hope.

  4. Step 4

    Confirm the LPO before completing

    The licencia de primera ocupación is issued by the Ayuntamiento de Estepona and confirms the finished building matches what was licensed. It gates the permanent utility connections and usually the mortgage drawdown. Paula does not recommend completing without it, whatever the pressure from a sales office working to a quarter-end.

  5. Step 5

    Snag while the warranties are fresh

    The building law gives one year on finishes, three on defects affecting habitability and ten on structural defects, counted from reception of the works. A dated, photographed snagging list made in the first weeks is the document that makes those periods usable. Paula walks the unit with the buyer and hands the list to the developer in writing.

    Understand the community you inherit

    Specific to Estepona

    A new scheme's comunidad de propietarios is run by the developer until enough units are sold, and the fee quoted in the sales office is a projection rather than a bill. Ask what the budget assumes about occupancy, and what happens to the fee when the last phase completes and the shared pool, gardens and gate are finally being paid for by everyone.

An off-plan purchase is taxed as new: IVA plus AJD rather than the transfer tax on a resale, and your lawyer confirms the current position in writing before the reservation. The part buyers underestimate is timing rather than rate. Money leaves in instalments across a build, sits guaranteed but idle, and the balance falls due when the LPO arrives rather than on a date you chose. On a phased corridor there is a second timing question worth asking: what the community fee is projected to be once every phase is finished and paying.

Development between Estepona town and Cancelada has proceeded in phases since 2000, so open ground next to a completed block is frequently the next phase rather than permanent green space. A developer who will not answer it has told you something.

Is a golf-side phase better than a coastal one here?

They are different products with different buyers, and Estepona is unusual in offering both within the same municipality — seven courses inside the boundary, and nine beaches along the eastern zone. A golf-side phase generally buys space, quiet and mature landscaping at the cost of driving to everything. A coastal phase buys the walk to sand and accepts the A-7. Paula's advice is to decide which of those two you will still want in ten years, because resale audiences for the two barely overlap.

Why is the quoted community fee lower than the neighbours pay?

Usually because the scheme is not finished. Until enough units are sold the developer runs the comunidad de propietarios, and the figure in the sales office is a projection based on a partly-built estate. When the last phase completes and the shared pool, gardens, lighting and gate are being maintained for everybody, the budget changes. Ask what the projection assumes and ask to see the budget of a completed neighbouring community as a sanity check.
