Manilva is unusual on this stretch because a large share of its 18,818 registered residents actually live in the same urbanisations that get let to visitors. So the owners' meeting that votes on tourist letting is often a room of full-time neighbours rather than absent investors, and that changes the answer.

Start with the room, not the regulation. A hillside community in Manilva typically mixes second homes with households who are on the padrón and whose children go to school here — the register recorded 38.3 per cent of residents as foreign nationals in 2022, and a registered foreign resident is someone who lives here, not someone who visits. When a comunidad de propietarios of that composition is asked to approve tourist letting, the people voting are the people who will hear the wheeled suitcases at two in the morning. An owner who has read three years of minutes before making an offer knows how that vote is likely to go; an owner who has not is guessing with their purchase price.
The second thing to understand is that the season is genuinely two seasons. Registered population triples in the summer, which concentrates visitor demand hard, and then the municipality goes back to being a working town with 1,208 registered businesses, shops, schools and two health consultories still open. That produces a real long-tenancy market underneath the visitor one. Many Manilva owners end up letting residentially for most of the year and keeping the property for themselves in the peak, which is a legitimate plan and a very different set of paperwork from a tourist licence.
The season in Manilva, and the licence position in the municipality
The season is two-shaped. Registered population triples in the summer months, so visitor demand is intense and short. Beneath it, the municipality keeps 1,208 registered businesses trading and its schools and consultories open, which sustains a residential tenancy market that a purely seasonal resort does not have. Nationally, the Ley de Propiedad Horizontal has since 3 April 2025 required the community's express prior approval and allows a three-fifths vote to limit or condition tourist letting. Municipally, the Ayuntamiento de Manilva is the authority, and its position must be confirmed in writing on the date you act rather than inferred. Paula's advice here is deliberately conservative: in a municipality where so many owners are also residents, the community layer is the one most likely to decide the outcome, and it should be checked before the price is agreed.

Set the home up for two markets
Specific to Manilva
Because Manilva sustains both a compressed visitor peak and a year-round tenancy market, specify the home so it can serve either without a refit. That means proper heating as well as air conditioning, storage that can be locked off, a working kitchen rather than a holiday one, and internet that a person could actually work from. It costs little at the outset and preserves both options.

Review the position each year
Both layers move. Diary a yearly check of the regional registration requirements and of the municipality's current position, and a read of the latest community minutes at the same time. A letting plan that was correct when the property was bought is not evidence that it is correct now, and this is the one area of ownership where being out of date is expensive rather than merely untidy.
A home here earns its strongest weeks in a compressed midsummer, when the municipality's population is at its seasonal peak, and comparatively little either side of it from visitors alone. What makes Manilva work for an owner is the second channel: a resident market that keeps a long tenancy realistic through the quiet months, at a steadier and lower level than the peak.
