The most recent scheme Manilva's own planning body approved is more than 100 protected homes at Coto del Real, cleared by the Consejo de la Gerencia de Urbanismo in April 2026. That is price-limited housing for residents, and it tells an off-plan buyer more about this town than any brochure will.

Read that approval carefully, because it describes a municipality whose planning energy is directed at housing its own people rather than at resort product. The Coto del Real homes are protected and price-limited, and the same council has been working on land for social rental alongside them. For a foreign buyer looking at off-plan, the practical consequence is that the schemes available to you come from private promoters, one at a time, each with its own licence, its own guarantee arrangements and its own timetable. There is no single estate developer here whose reputation carries the whole town, which is the arrangement further west along this corridor.

The second thing worth knowing is the shape of the land. Manilva has 7.8 kilometres of coast and a ridge behind it, and residential construction has been the leading sector of a tourism-driven economy for decades. What that has produced is a hillside already covered in urbanisations of different ages, so much of what is sold as new here is a further phase of something that has existed for twenty years rather than a green-field scheme. A phase brings a working community, finished roads and known charges; it also brings whatever that community has already decided about its own maintenance, and you inherit both.

What is under construction in Manilva, and for whom

The verifiable, dated position is this. In April 2026 the Consejo de la Gerencia de Urbanismo approved a promotion of more than 100 protected homes with limited prices in the Coto del Real zone, and the same administration has publicly continued to pursue land and options for protected rental housing. That is the municipality's own visible pipeline, and it is aimed at residents rather than at second-home buyers.

Private off-plan product exists alongside it, but it is not centralised, and it is not guaranteed by an estate name the way it is at the Sotogrande end of this corridor. Each scheme has to be verified individually: the promoter, the licence, the bank guarantee, the community it will join and the person who will maintain its streets. That sounds laborious and it is, but it is also why Manilva can offer a new home with more floor area and more outlook than the same commitment reaches further east. Paula's rule here is simple — she will not put a client into an off-plan purchase whose licence she has not seen and whose guarantee is not already issued.

  1. Step 1

    Identify the promoter behind the brochure

    Specific to Manilva

    Ask which company is the registered promoter, what else it has completed and where. Because Manilva has no single estate developer, the reputation you are relying on belongs to one firm and not to the town. Your lawyer should confirm the company's standing and that it, rather than a sales agency, is the counterparty on the private purchase contract you are being asked to sign.

    Verify the licence at the Gerencia

    Specific to Manilva

    Manilva runs planning through a municipal Gerencia de Urbanismo with its own council, chaired within the first deputy mayor's portfolio. Ask for the licencia de obra reference and have the lawyer confirm it against that body rather than against a promoter's website. A scheme being marketed before its licence is granted is not automatically a problem, but it is a fact you should learn from the town hall.

  3. Step 3

    Secure the deposit guarantee first

    Every amount you pay before delivery must be covered by a bank guarantee or insurance policy under Ley 20/2015, which carried forward the protection first established by Ley 38/1999. The money goes into a special account and the guarantee names you. If a promoter treats this as paperwork to be arranged later, that is the moment to stop rather than the moment to negotiate.

    Ask what the phase inherits

    Where the scheme is a further phase of an existing hillside urbanisation, find out whether your homes join the existing comunidad de propietarios or form a new one, and whether the streets and services will be maintained by the Ayuntamiento de Manilva or by the owners. Those two answers set your annual costs for as long as you own, and they are decided before you complete.

  5. Step 5

    Do not complete without the LPO

    The licencia de primera ocupación is the municipality's confirmation that what was built matches what was licensed, and it gates the connection of utilities in the buyer's name. Completing before it is issued means paying for a home you may not be able to supply or insure normally. Make its issue a condition of completion in the private contract, in writing, with a remedy attached.

  6. Step 6

    Snagging, Catastro and the first year

    Walk the home with an independent surveyor before signing at the notary, list defects in writing and hold the promoter to the statutory periods for finish, habitability and structure. Then check the Catastro entry, register for the IBI, and read the first community budget critically: a promoter-drafted budget for a young phase is an estimate and is often revised at the first owners' meeting.

An off-plan purchase in Manilva is paid in stages rather than at once, and a new home is taxed differently from a resale — IVA plus AJD instead of ITP, with the current rates confirmed in writing by the lawyer before you commit. Because Manilva sits in the coast's entry band alongside Casares Costa and below Puerto de la Duquesa, the build specification moves the total far more here than the address does. The costs most often forgotten are the guarantee, the notary and registry on a new title, and the first year of a community budget that a promoter has estimated rather than lived.

Can a foreign buyer purchase one of the Coto del Real homes?

That scheme is protected housing with limited prices, which is allocated under a public regime with its own eligibility and registration requirements rather than sold on the open market. It is not the market a second-home buyer is shopping in, and anyone told otherwise should ask the Ayuntamiento de Manilva directly for the conditions attached to that promotion. Private off-plan schemes in the municipality are a separate matter and are bought in the ordinary way.

What does Manilva's Gerencia de Urbanismo actually decide?

It is the municipal body through which planning is administered, and it has its own council that approves promotions — the Coto del Real scheme was cleared there in April 2026. For a buyer it matters because that is where a licencia de obra and later the licencia de primera ocupación are confirmed, and where the record of what was actually authorised sits. Your lawyer should be checking a scheme against that body, not against the promoter's own documentation.

Is a phase of an existing urbanisation safer than a new one?

It is more knowable, which is not quite the same thing. A further phase joins streets that already work, a community with a track record and charges that can be read in three years of accounts rather than estimated. Against that, you inherit whatever that community has already decided or postponed, including deferred works on shared pools, walls and pumped water. A genuinely new scheme starts clean but starts unproven, and its first budget is a promoter's forecast.
