Off-plan and Mijas Pueblo: a rebuild, not a release
There is effectively no off-plan release inside Mijas Pueblo. The old core is built out and protected, so new construction here means demolishing and rebuilding a single house under a municipal licence, or buying a plot on the terraced slopes just outside. The Ayuntamiento de Mijas governs both routes.

This page exists to say something a marketing brochure will not. If you want a new home in Mijas municipality, the developments are on the coastal side and in the golf valley, not in the village, and a page pretending otherwise is selling you the wrong place. What does happen up here is single-house work: a village property bought for its plot and its walls, taken down to what the planning regime allows, and rebuilt behind a façade that may itself be protected. That is a construction project with a private client at the top of it, which is a different transaction from buying a unit in a phase.
The consequence is that the protections you rely on change. An off-plan buyer on the coast is protected by the developer's obligation to guarantee staged payments; a private client rebuilding in the village is protected by a building contract, a project architect and retentions. Mijas runs two parallel routes for the works themselves — a full Licencia de Obras and a Declaración Responsable de Obras — and separately a Declaración Responsable de Ocupación y/o Utilización for putting the finished building into use. Knowing which route your project takes decides the timetable more than the builder does.
What is actually under construction here
Honest answer: single houses, one at a time, and almost nothing else. The old core of Mijas Pueblo is a consolidated urban fabric with protection attached to a great deal of it, and the sites that remain are individual plots on the terraces immediately outside. There is no phased release, no show home, no reservation list. The municipality's development activity — apartments, golf-side houses, resort schemes — is concentrated down on the coastal side and in the valley, which is a different set of pages entirely.
That makes this page a filter rather than a shop window. If what you want is a brand-new home with a warranty, a lift and underground parking, Paula will point you at the coastal districts of the same municipality and say so plainly. If what you want is a rebuilt village house that will be the only one of its kind on that lane, this is the right place and the right route, but it is a two-year project with an architect, not a purchase with a completion date. Establish the regime before the plot

Mijas planning rests on a general plan dating from 1999 with a consolidated 2013 text and later partial revisions. Before committing to a plot or a house, obtain the municipal certificate of applicable regime for that specific parcel. It tells you what may be built, at what height, and whether the façade carries a protection that shapes everything after it.

Choose the licence route

Mijas processes both a full Licencia de Obras and a Declaración Responsable de Obras. Which applies depends on the scale and nature of the work, and on the protection attached to the building. Your architect determines the route at project stage; do not let a builder decide it on site, because the wrong route restarts the clock rather than shortening it.

Protect any money paid ahead
Where you are buying from a developer rather than building yourself, Spanish law requires amounts advanced before delivery to be guaranteed by an insurance policy or a bank guarantee, and held in a separate account. Ask to see the guarantee and the account, not a description of them. This is the single protection that matters most in an off-plan purchase.

Step 4
Contract the builder, not the promise
Specific to Mijas
On a village rebuild the protective document is the building contract. Fix the stage payments to verified progress, name the project architect who certifies each stage, hold a retention until snagging closes, and set a written access plan for a lane that a lorry cannot use. Vagueness on access is where village budgets quietly overrun.

Complete the occupancy step
Specific to Mijas
A finished building is not a usable one until the occupancy step is complete. In Mijas that is a Declaración Responsable de Ocupación y/o Utilización. Utilities, insurance and any later sale all depend on it, so treat it as part of the works programme rather than as paperwork to be done afterwards at leisure.

Step 6
Register the new description
Once the building is finished, the declaration of new works updates the registered description so the Registro, the Catastro and the building finally agree. Skipping this is how the next owner inherits the exact discrepancy problem that makes village houses slow to sell. Your lawyer files it while the certificates are fresh.
A village rebuild is paid in stages against certified progress, which means the cash profile looks nothing like an off-plan purchase. You buy the house or plot outright at the start, then fund design, licence, demolition, structure and finish over the programme. New construction is taxed differently from a resale, and the licence itself carries a municipal charge based on the works budget. The line most people forget is the carry: you are paying for a house you cannot live in for the length of the build, and in a lane with restricted access that build is longer.

Can I demolish and rebuild a house inside the old core?

Sometimes, and only within what the applicable regime allows for that plot. Where a façade or a structural element carries protection, a full demolition is off the table and the project becomes a rebuild behind retained fabric, which is slower and more expensive but often produces the better house. Obtain the municipal certificate of applicable regime before you buy, not after: it is the document that decides whether your plan is a project or a wish.

How long does a village rebuild realistically take here?

Longer than the same house would take on flat ground with a lorry at the gate, and the extra time is almost entirely access and approvals rather than construction. Design and licence come first, then a demolition that must be carried out without damaging the party walls of houses that share them, then a build supplied through a lane. Plan the programme with an architect who has worked inside the core, and treat any timetable quoted before the licence route is settled as provisional.
