New build in Casares means Calle Fuente, not a show flat
Almost nothing is built new inside Casares' protected centre. The verifiable pipeline here is municipal: a house at Calle Fuente 69, signed for at the notary in May 2026 to become public homes, and the Calle Carrera remodelling and a centro social de mayores that went to drafting in July 2026.

Off-plan in Casares is not what the word means on the coast. Inside the protected centre there is no land to release, so there are no phases to reserve. What exists instead is a municipality rebuilding its own village one address at a time. On 29 May 2026 the Ayuntamiento signed at the notary for a house at Calle Fuente 69 — over four hundred and fifty square metres across three floors, with a tower and three courtyards — intending to build homes there aimed principally at young people from Casares who cannot otherwise find one. At the time of the announcement the number of dwellings had not been set and the architectural drafting was still to begin.
The rest of the current pipeline is street and building work, and it matters to a buyer more than a brochure would. On 9 July 2026 the mayor and his councillors sat with municipal technicians over two drafts: a centro social de mayores that will house the neurocognitive school and a new kitchen for the social dining room, and a comprehensive remodelling of Calle Carrera to improve accessibility, mobility and appearance. Both were at the drafting stage with tendering expected within weeks. Calle Carrera is the street the Casa Natal de Blas Infante stands on. If you are buying on it, the works are your first year, not a detail.
What Casares is building, and where it is building it
The honest answer to what is under construction in Casares village is: not much that is private, and most of what there is is public. The dated items are the municipality's own. In December 2024 Casares allocated sixteen social homes on Calle Abedul in the Sotocolorado zone of El Secadero — each of 101 square metres, two bedrooms, a garage and a storeroom — through its municipal register of protected-housing applicants. In June 2025 the plenary approved buying two buildings inside the historic centre, and on 29 May 2026 the second of them was signed at the notary: the Calle Fuente house, over four hundred and fifty square metres on three floors with a tower and three courtyards, intended for homes for young Casareños, with the drafting still to come.
So the licence context matters more than any release schedule. Everything inside the centre is subject to a Bien de Interés Cultural declared in 1978 and, until the Plan Especial completes its passage, to a heritage authorisation that sits outside the town hall. That is why the realistic new-build routes in this municipality run to the edges of the village, to El Secadero and to the coast — and why anyone offering you a phase on the rock should be asked, immediately, for the licence and the guarantee. Paula's rule does not change for a village: no client goes into an off-plan purchase whose licence she has not seen and whose deposit guarantee is not already issued.

Step 1
Ask what exactly is being sold
In a village like this, new is a word with several meanings: a full rebuild behind a retained façade, a house divided into two dwellings, an extension on the edge of the protected area, or a genuine plot outside it. Each has a different licence, a different tax treatment and a different risk. Make the seller state, on paper, which of them you are buying before you discuss a price.

Specific to Casares
A municipal building licence is not the only permission that matters here. The centre is a Bien de Interés Cultural, so works on a property inside a declared conjunto need express heritage authorisation under article 19 of Ley 16/1985, and the Plan Especial that would move that competence to municipal technicians was still short of provisional approval in July 2026. Ask to see every authorisation in the file, not the summary.

Look for the works, not the render
Specific to Casares
Go and look at what is actually happening. In Casares that is checkable on foot: the house at Calle Fuente 69 the town hall bought in May 2026, and the Calle Carrera remodelling and the centro social de mayores that were at drafting stage in July 2026 with tendering expected shortly. A project you can stand in front of is a different proposition from one that exists as a plan, and the village is small enough to tell them apart in an afternoon.

Step 4
Protect the money before you pay it
Any sum you hand over before a home is finished must be covered. Under Ley 20/2015, continuing the regime introduced by Ley 38/1999, amounts advanced on a home under construction are secured by a bank guarantee or insurance policy and held in a dedicated account. Ask for the individual certificate in your own name, not the promoter's blanket policy, and have your lawyer confirm it is in force before the first transfer leaves your account.

Plan for the street outside
Specific to Casares
Ask what is scheduled on your own lane. Calle Carrera, the street the Casa Natal de Blas Infante stands on, is down for a comprehensive remodelling covering accessibility, mobility and appearance, and it was awaiting tender in July 2026. Works on a lane this narrow mean no vehicle, no deliveries and dust for the duration. Better to know the timetable before completion than to discover it with the furniture on the pavement.

Step 6
Take occupation only on the LPO
Do not complete, move in or connect utilities on a promise. The licencia de primera ocupación is the municipal confirmation that the finished building matches what was authorised, and it is what utility contracts and any future sale rest on. Your lawyer holds the balance until it is issued. On a heritage-supervised job, allow for the possibility that a detail has to be corrected before it is.
A new or fully rebuilt home is taxed differently from a resale — IVA plus AJD rather than ITP — and your lawyer confirms which applies to your contract and at what current rate before you sign. Payment is staged rather than single, and in a protected centre the stages stretch: a heritage authorisation is not a fixed number of weeks. This is the least expensive rung of its region, so specification and the state of the fabric move the total far more than the address does. Budget separately for the guarantee, the notary and registry on a first title, and a first year of running costs nobody has yet lived through.

Can anything genuinely new be built in Casares' centre?

Very little, and not on the terms a coastal buyer expects. The historic centre has been a Bien de Interés Cultural since 1978, which constrains what may be done to an elevation, a roof and a window opening, and requires express heritage authorisation under article 19 of Ley 16/1985. What does happen is rebuilding behind existing walls, and building at the village edges where the protection ends. If a listing calls something new construction inside the centre, ask which of those two it actually is.

Does the town hall's own housing project affect private buyers?

It tells you what the town hall is prioritising, which is useful. The building at Calle Fuente 69, signed for at the notary on 29 May 2026, is intended for homes aimed principally at young people from Casares, and the municipality framed the purchase as a way of keeping population in the village. For a private buyer that means two things: the Ayuntamiento is a bidder in a very small market, and there is political weight behind bringing empty buildings back into use rather than leaving them shuttered.

How do I protect a deposit on a village rebuild?

The same way you would anywhere in Spain, and it applies to a village rebuild too. Sums advanced on a home under construction are covered by a bank guarantee or an insurance policy under Ley 20/2015, continuing the regime that Ley 38/1999 introduced, and paid into a dedicated account. Insist on a certificate issued in your own name and dated before your first payment. If a small local builder cannot produce one, that is information about the project rather than an administrative delay.
