Letting here turns a village house into lodging, and the paperwork follows the guest rather than the building. A hotel does that at a desk with somebody standing behind it. In the Barribarto there is no desk, no lobby and frequently no vehicle access, so the duty lands on whoever holds the keys — you, if you are here, and a paid local keyholder if you are not. Settle that question before the first booking, because the obligation does not wait for your flight.
The second duty is the one that separates this village from a flat in a coastal block. Article 6 of Decreto 28/2016 obliges the operator to give guests information about the zone: leisure, restaurants, food shops, parking, medical services, transport and a map. Compiled honestly for a Frigiliana house, that pack is mostly a set of directions down the hill, because the large supermarket, the health centre and the beach are all in Nerja, and a regular coach runs between the two. Owners treat the requirement as a formality, then wonder why guests arrive on a Sunday evening with nothing to eat. Written properly it is the cheapest repair available to a listing's reviews.
What the village carries, and where the licence stands
Take the regulation first, because it is the part that dates. As at 27 August 2026, Andalusian tourist letting runs on Decreto 28/2016: a licencia de ocupación, the technical standards for housing, a declaración responsable, entry in the Registro de Turismo de Andalucía and the code in every advertisement. Layered on top of it, and often missed by owners of a single house, sits Real Decreto 933/2021, which imposes the lodging register, the twenty-four-hour communication and the three-year retention on anyone letting to travellers. Both were read on 27 August 2026. Neither substitutes for the municipality's own written answer about a specific address.
The demand this village generates is unusual in shape. Most of the people who come to Frigiliana arrive after breakfast and leave before dinner, and the ones who stay the night are choosing the village over the coast deliberately — walkers, returning couples, families who have decided the climb is the point. That produces steadier occupancy at a lower intensity than a beach address and a marked concentration on the last weekend of August, when the festival fills every bed in the place. What it does not produce is volume. Paula's read is that a house here earns from repeat guests and from a well-written listing rather than from a peak week, and that owners who equip only for July never meet the guest who would come in March.

Step 1
Fix which regime applies first
As at 27 August 2026, Decreto 28/2016 governs dwellings on residentially classified land that are offered for tourist use, and it stops at a letting of more than two continuous months to the same tenant. Establish which side of that line your plan sits on before you furnish anything, because the contract, the filing and the tax treatment all follow from that one choice.

Put the question to the town hall

No page can tell you what the Ayuntamiento de Frigiliana will permit at your address, and this one does not try. Municipal positions along this coast differ and are revised. Write to the town hall, name your street, keep the dated reply, and make it a condition of the purchase where letting is part of the plan. Declare, register, then advertise
Under article 9 of the decree the operator files a declaración responsable with the tourism authority stating that the dwelling meets the requirements. Entry in the Registro de Turismo de Andalucía follows, and the code it produces has to appear in every advertisement and offer. Build the guest register into the handover

Real Decreto 933/2021 makes the guest register a nightly duty, not an annual one: the data is collected, transmitted within twenty-four hours, and kept for three years. In a house reached on foot up stepped lanes, that has to be designed into the handover rather than improvised. Either you are in the village, or somebody local is paid to be, and their contract says explicitly who files and who keeps the records.

Test the heritage exemption on the fabric

Article 6 requires bedroom darkening and fixed cooling from May to September and fixed heating from October to April, and it exempts buildings subject to heritage protection where the installation cannot be made. For an old house in the upper quarter that exemption is a live question rather than a footnote. Establish with the Ayuntamiento whether the protection actually applies to your building before you cost the work or claim the exemption.

Write the arrival note before the listing

The zone information the decree demands is also your best defence against a bad first hour. Name where the car is left and how far the walk is, count the steps, and say that a regular coach connects the village with Nerja for guests who would rather not drive the climb after dark. Send it at booking, not at check-in, so the guest who cannot manage it withdraws before they arrive.

A house here earns steadily rather than sharply. The village has no beachfront week to sell, so the calendar is filled by repeat guests, walkers and the festival weekend, at a lower intensity than a shoreline flat and across more of the year. What eats into the result is local and physical: changeovers carried by hand up the lanes, a keyholder who has to be paid to be present for the register, and the cost of heating a stone house through the damp months. Is the coach from Nerja a realistic arrival for guests?

For a guest travelling light, yes. A regular coach service connects the village with Nerja, which makes a car optional for people staying a few days who intend to walk, eat locally and take one trip to the coast. It stops being realistic the moment the party has three suitcases and a house up the stepped lanes, because the last part of the journey is on foot whatever they arrive in. Say which of the two your house is, in the listing, before anyone books.
